The town like Whirl Islands is actually multiple islands. To make it one united town the islands are all connected by fairly wide and sturdy bridges. These are not fully necessary for someone walking, it's easy enough to swim from each island to another. The bridges are mostly used for transporting goods since it's easy enough to get from island to island without any real trouble.
The town is a stop visited by many travelers so there are many tourist shops and diners that line the town. This makes the small town's economy very healthy and keeps most of the people happy because most are paid well for their work. The town's biggest attraction is the water pokemon "Dojo" that has been built here. It's said that if someone can defeat the Dojo they will be given a very valuable pokemon.
The islanders are for the most part happy people that enjoy new people. This is in part because new people are what keeps their families' fed and clothed, but beyond that the Halfway Harbor citizens normally do enjoy travelers. Most of the people on the island own small boats and often fish, surf and do most watersports in their free time since it is so convenient. The only downside of the town is that it is very limited in space so most houmes are two or three stories tall, but not very large.
